Governments seem unable to come up with achievable plans to solve the situation. One reason is the shortage of building industry tradespeople. But another is the apparent need to aim for "best practice" in ALL aspects of the design and construction of public affordable housing. This is resulting in construction-only tender prices for small-scale government projects similar to the overall sale prices (construction land + design + profit) that private developers are asking for similar-sized housing stock.

While it's an admirable goal, I'm sure the homeless would rather there was more acceptable quality housing available.
